The American Rescue Plan Elementary and Secondary School Emergency Relief Fund (ARP ESSER) requires districts to commit 20% of ESSER funds to programs that counter learning loss. This funding can help districts overcome significant social-emotional and academic challenges as students return, but it is imperative to identify and implement the right programs and strategies.

Hanover Research created the Toolkit to Overcome Learning Loss to help district leaders make ESSER investment decisions by providing evidence-based strategies to address learning loss for various student groups.
