The American Rescue Plan Elementary and Secondary School Emergency Relief Fund (ARP ESSER) requires districts to commit 20% of ESSER funds to programs that counter learning loss. This funding can help districts overcome significant social-emotional and academic challenges as students return, but it is imperative to identify and implement the right programs and strategies.
