A Hanover Research partner is interested in developing a vendor-agnostic interoperable data system at the state level. Before submitting requesting funding, the partner is first interested in exploring the literature related to the return on investment of an interoperable data system.
To support this effort, Hanover synthesizes the literature on the efficiencies created by interoperable data systems. The following report provides an overview of data interoperability and data standards, examines the efficiencies and benefits districts experience from interoperability (with a focus on time and cost savings), and highlights the experiences of a state education system and two districts in achieving interoperability.
